Mapping surface soil moisture from the SAR images is a demonstrated procedure, but several factors can interfere with the interpretation and must be taken into account. The most important factors are surface roughness and the radar configuration (frequency, polarization and incidence angle).
How we can consider surface roughness in estimation of the moisture content without field measurement?
You can use the leaf area index obtained by processing satellite images using SEBAL algorithm .
Srivastava et al. has proposed a methodology to incorporate the soil roughness effect in soil moisture estimate by using low and high incidence angle SAR data.

Soil surface roughness can easily be retrieved with the help of multi-parametric Synthetic Aperture Radar (SAR) data sets. You can select either multi-incidence angle SAR data (Srivastava, et. al., 2003, 2009) or multi-polarized SAR data (Srivastava, et. al., 2006, 2008) or multi-frequency SAR data (Srivastava, 2010).
