I have come across a few journal articles that pertained to the usage of the QELS method for determining not just the interfacial surface tension but also the dynamic surface tension gradient. I wish to know if this method of measuring the interfacial surface is better than the currently used ones such as Sessile drop and Pendant bubble methods. Furthermore, why hasn't this technique become more popular and widely used?

It is perfectly viable. Dynamic light scattering from surfaces and interfaces is a very powerful technique, BUT it is very demanding experimentally. You need a special optical setup. As far as I know, you cannot buy one. You just have to get the optics catalogues, buy the parts and build it yourself. The late John Earnshaw was a great expert on this technique. See his papers by putting "J.C. Earnshaw" into Google Scholar. Dominique Langevin is another expert. It's harder to find her work, as she has also published on many other subjects.
