How TSFC curves with altitude,mach no and thrust are plotted

Hi everyone. I was wondering how TSFC curves are plotted. I mean by changing throttle we change the amount of fuel consumed and then thrust is obtained for a given mach no and height. Is this correct interpretation of these curves.
