In any research paper, Introduction is the most impactful section. Usually, it should answer two critical questions. One, what is done in the research paper? Two, why the research is necessary? I typically conceptualize Introduction under various themes (usually four or five). For example, if I am writing a research paper on health issues at a particular geographical location. The sections of the Introduction are as follows:
A, about the specific health issue (include what you are doing in the paper related to this health issue),
B, about the geography (Include the importance of your research in the context),
C, the connect of the health issue with that particular geography,
D, Phenomenon of study and its connection to the larger world including broad research question you propose to answer in the paper.
E, Introduction of rest of the sections of the paper
Never forget Introduction is as good as a story which generates curiosity for the reader to read beyond.

You start with a brief background and scope of the research, then you clearly explain your research problem starting from the wide to the very specific one, followed by the objectives of the research. It is better to end the introduction section with a small paragraph refers to the outline of the paper.
A good introduction should include a brief information about the studied subject,followed by ex-studies which have a close relation with your research problem ,and finally end your introduction by referring to the objective of your study and the problem you aimed to find a resolutions for.

My target was to make an outline template for writing an introduction; such as 3-4 paragraphs [1-open the research topic/background, 2- available solutions and issues, 3- current research and 4- rationale, hypothesis/aims etc and so on].
I am in agreement with most of contributors; and would like to add a couple of points that I also would consider;
1- Title of the paper as the story should revolve around the title
2- the target journal. [Introduction outline may differ for a specialty journal and multidisciplinary journal]
U must write ur entire paper like inverted triangle that mean u can generally write about anything related to ur area in strating but end of the section u must tell about novelty behind ur work and how which differ from previously available articles .
Feel free to write two or three paragraphs of introduction, letting it run over onto the next page, if necessary. When crafting your introduction, use more than one of the techniques:
