Simulate or evaluate the ground motion characteristics (acceleration time history, response spectrum, etc.) of future destructive earthquakes (set earthquakes or scenario earthquakes), and how to judge the reliability or rationality of the simulation results, because there is no actual earthquake record for reference. Good question. Currently, one straightforward way to check the general reasonability of ground motions simulated for future scenario earthquakes is to compare the attenuation trend with empirical GMPE developed for the target research area. Onto the base of the seismic part of the studied area... and make contact to the 2D seismic reflection profile maker geophysics companies and try to get some data in time of their operation... Onto based on two previous suggestions and your imagination you are able to do great things,
If you do not have the resolution you have another chance, too... Try to think as the simple country people are doing.

Validation and calibration of a reliable model is most important aspects. If a model simulated ground motion is validated for a few real recorded accelerograms generated for a range of magnitude and distances than model could be used as a reliable predictor. This could also be verified by comparing Peak ground motion parameters (PGA, PGV and PGD), rms acceleration, strong motion duration, frequency richness, etc. Also, there are codes and guides which provides guidance on acceptance of simulated spectral compatible time histories.
