How to verify correct COD value ?

I took 5g of milk powder and 1g of Sodium Nitrate with water. I measured the COD. I got the value as 3360 mg/l. totally I added 6000mg/l of substance in to the water but the COD value is nearly half of it. Is the calculated value of COD is correct? if so how it is nearly half of that added mg of substance?
