If someone structured a new questionnaire in arabic and did a pilot study on arabic people, but to publish the article an english version of the questionnaire is needed, then is there a need to do validation of the english version or just do linguistic translation of the original arabic questionnaire?
You may do a linguistic forward-backward translation of the questionnaire first to develop an English one. Subsequently, you need to perform validity and reliability analyses to evaluate it's psychometric properties.

Thank you all, but may be question was not accurate since I ask if I made a questionnaire (developed semi structured) in Arabic but if I publish my research in any journal I should write the questionnaire in English, so what are the legal and ethical steps to do so (is there a need for direct translation or also validation after translation) since I did my study in Arabic country which is impossible to test any questionnaire in different language

You have to. At least using an experienced linguist's advice is required.
When it comes to making things sure about Legal/Ethical:
For best of my knowledge, there is no widely agreed role to make it a legalisation in your case.
In ethical point of view, people often take a linguist's assistance in order to achieve carrying the original findings between cross-cultural languages [1].

All you have to do is to validate your own questionnaire - the one you used to collect your data. In point of fact, the validity of the English version is immaterial because estimating the validity and reliability of data collecting instruments is necessary for those that the researcher actually employs in his/ her study.

Dear prof. Reza, so in writing my article Im in need to write my questionnaire in English, so is direct translation from arabic to english is sufficient (after mentioning that the validated questionnaire is the arabic one?)
