I tried water ethanol mix to suspend the TiO2 powder obtained from Sigma but I am never able to get particles around 21 nm as said in the product description of Sigma. Is it any other solution that I can use to suspend them?

Try other pressures, working current or working voltages to avoid this effect. Perhaps it is also about destroying the target with TiO2? I am not sure about the conditions under which they have been produced, but I would like to suspend this nanoparticle into individual ones (21 nm) and not as clusters that I can encapsulate inside a shell and use as motor applications.
