Only to add that if you are pursuing a pure qualitative study using an inductive approach, then a theoritical framework will not be relevant. Why? Inductive analysis in itself aims to generate relationships between concepts and therefore generate theory from the observations/data analysis.

The conceptual framework (CF) in qualitative research illuminates the reader on the focus and purpose of the study. You could develop your CF by identifying what is pertinent and questionable in the available literature on your topic, forging broader links, and then constructing a persuasive case that enables you to puzzle out the problem of interest. I agree with Joseph Cheruiyot. In fact a theoretical framework can be detrimental to a qualitative study by structuring the answers in a certain direction. You want the concepts and possible hypotheses to come from the students. You can turn that same question into a quantitative study using a framework and a questionnaire based on the framework.
