Migration from rural to urban areas never stops unless the facilities found in urban areas are also found in rural areas. Life in urban areas is easier than rural areas where the big hospitals, schools, universities, shopping centres, government offices are easily accessed in cities than in in rural areas. These are some of the reasons that encourage people to migrate to cities and towns.
In short, this can be achieved through the realization of social and economic justice between cities and the development of all.
To decrease/narrow the welfare/development gap between the Rural Villages and the urban Mega Cities can stop the migration towards the Big CIties.

How to stop migration towards big cities?
Perhaps government agencies can perform SWOT & PEST factors analyses, impact analyses as well as business case studies on those rural areas so that appropriate development can bring in to those areas e.g. education, infrastructure, medical etc. These initiatives can help rural / local people to find job without the need in migrating out to big cities. Instead of making jobs available in big cities, we try to bring the jobs to them at rural locations. Especially with technological advancement & infrastructure development, some jobs can be performed remotely / virtually without needing the workers to go onsite.

It is difficult to stop migration for the big cities because of the hard life in their country and always peoples seeks for good life.
I think better to focus on developing an urban infrastructure and opportunities for immigrants to find jobs and start businesses, than stop migration in big cities. There is no jobs in small towns. Cities benefit from immigrants, and futurists predict the increasing role of megalopolises in the world economy, and decline of towns' and villages' impact. Why should we send people to places where no prospective chances for them? For growing mental health issues, criminality and needs for financial aid?

The development of the remote and rural areas should be carried out with strategic implementations and missions.
Migration into big cities may be unstoppable. However, job creation out of the economic resources within the localities of hamlets and small towns with provision of basic infrastructure/amenities and all other social services obtainable in the big cities will help to keep the frequency of migration down.
Through development plans focusing on villages, governorates, centers and rural areas in order to rehabilitate them and provide all the needs of their population of health and educational services as well as the rest of the government agencies, which are no longer providing them in need of the hardships of moving to major cities.
The advantages of large cities, described in full above, in the modern era are disappear. For example, in modern Russia, schools in the largest cities are no longer the best in the country. If we add to this the bad ecological situation, the daily hours-long movement to work and return home, etc., then it becomes clear that big cities lose attractiveness. But inertia still works and will work some more time.
But in my opinion, it would be better if they continued to live in big cities, if people dispersed, the environmental pressure from them would increase.
Alphonse Allais, a French humorist, suggested in 19th C. that to resolve cities' overpopulation, we should move them to the countryside ;-) but what I don't understand is European countryside is slowly but surely dying: schools and grocery shops closing all over, houses and fields abandoned and ruined. Only Spain is proposing migrants houses and fields with the only condition to care, with great results. Schools are re-opening for the major contentment of local Spaniards. In France, Germany, that face the same problem, they prefer huge farms and domains using industrial agriculture and poisoning the lands with pesticides. Maybe that's why they prefer schools to be closed in the countryside. So they surely concentrate people in cities.
Poor migrants in many cases must send money home to repay debt and to support their families, and this makes it difficult to invest in housing and education in the city.
