How to spread silica, PVP and silicon oil solution well in blood clot activator tube?

I have a question about the blood clot activation (BCA) tube (under vacuum). To make this pipe, we spray silica(solve in ethanol) + polyvinyl pyrrolidone(solve in ethanol) + silicone oil (soluble in water )on the inner wall as an additive. But the spreading is not done well and the silica seems to accumulate. How can I solve this problem?
