There are two approaches either you build your own model for the mobile network and calculate the delay of the packets among the different network components from source to destination or you can apply software platforms developed for the mobile networks.
I think you can use the :
Flexible multi-node simulation of cellular mobile communications: the Vienna 5G System Level Simulator
To solve your problem. I think it may be opensource and you can send to the developers to get a licence.
In principle the delay time is composed of transmission time and processing time in the network nodes. Also it can be divided into access time spent in the access time and the core time spent in the core network.
