An effective method to decrease the effective conductivity of he PEDOT: PSS is to increase the the ratio of PSS to PEDOT. The conductivity can be decreased in a wide range according to the paper in the link:http://www.ep2-bayreuth.de/wp-content/uploads/2012/08/2012-JPolySciB-St%C3%B6cker.pdf

Not at all. A concept to decrease the conductivity is to produce micro voids and pin holes in the film. This can be accomplished by preferential etching. More over one can decrease the conductivity by amorphisization of the film by bombarding it with accelerated particles.
