I've been trying to prepare a proposal about a Scientometric study in dentistry and submitting it to a granting body (like NIH, NIMAD, etc.). The only tricky section seems to be the "Significance" as apparently it should not be similar to the "Introduction" in a regular paper.
I just wanted to ask from some experts about how to approach the "Significance" section in a proposal in such a situation? I mean I suppose we should be succinct while tackling the issue with enough details to convince the reviewer that we ARE actually up-to-date about the subject? Right?

NIH has a number of different publications available that describe what should go into each section of an R-type application. Here is one summary of the Significance section:
"Does the project address an important problem or a critical barrier to progress in the field? If the aims of the project are achieved, how will scientific knowledge, technical capability, and/or clinical practice be improved? How will successful completion of the aims change the concepts, methods, technologies, treatments, services, or preventative interventions that drive this field?"

You outlined the answer very comprehensively.
Just incorporate it into the introduction since this is where you discuss previous studies and their limitations. You could call the section 'Introduction and Significance' :)
