I want to analyse pooled data of different locations as well as different years. The experimental design is Randomized Complete Block Design. Please suggest me which software is best suited for this and how to do it.
you can simply use any software for statistical analysis.
Generally as you already know that our university scholar often use OP Stat for these analysis.
After pooling the data (taking average/mean of the same parameters over different years), its nothing different from doing the analysis of experimental data obtained after 1 year of field trial.
Usually, we usually go for 2 way or 3 ways experiment/models for field trials

Effect of date of sowing/transplanting on varieties of any particular crop
along with Rate of fertilizer Application
at different irrigation levels.

But the often used approach is to do the analysis of pooled data.
Which we can do on SPSS, SAS, or Simply in The MS-Excel Spreadsheets or OP Stat Software.

4- if we have taken 4 varieties in the subplots
4-if the experiment is replicated 4 times
which software allow us to assign input 2 or 3 as numerical value if we have the replicated data of same experimental trial for 2 or 3 years Respectively?

Abhilash Singh Chauhan Pooled analysis are done for different locations or time period (say 2 or more than years). While performing the pooled analysis, the time or location is taken as factor. And the analysis is done accordingly. Pooled analysis are done differently than single location or year data.
Actually, you can use any Stat software as along as you know what and how to analyze your data. You're right that locations and years are to be considered factors in the analysis. Perhaps, it will be location x year x plant variety.
I have gone through all the reply from different researchers. but I think you should go through homogeneity test of the data obtained from different location/time period.
