You can use a Storage Area to perform a level pool routing analysis. Once you've created a Geometry and added a Storage Area, you can add an inflow hydrograph within the Unsteady Flow Data editor. Once the editor is open, click the "Add SA/2D Flow Area" button, select your Storage Area, click the "Flow Hydrograph" button, and either copy/paste the time series or link to an existing DSS file.
Within the H&H FOr Dam Safety Studies class, Storage Areas are demonstrated quite heavily as part of multiple workshops. You're not looking within the Unsteady Flow Data editor. In the main HEC-RAS editor, click on the 6th button from the left (blue line with "q(t)" label below the line). Within that editor, you'll be able to enter your boundary conditions.
