I am facing a problem to select the dissolution medium. We did calibration curve in the phosphate buffer pH 7.4 for drug. Further, performed the dissolution experiment in 40 mL for 24h very negligible drug was released. Any one can suggest the other dissolution medium. Formulation was designed to be applied topically to open wounds.

This might be Silver and phosphate interact to form silver phosphate (Ag3PO4), a yellow, water-insoluble solid.
