i am calculating the relative texture coefficient for the Nickel electrodeposited on steel.
where I 0 hkl is the relative intensities of a randomly oriented nickel powder sample, from JCPDS no. 4–850 (Joint Committee on Powder Diffraction Standards). from where can i get the value of I 0 hkl.

The JCPDS has been rebranded many years ago to ICDD, in which the database you are referring to is called PDF4+ (which has multiple versions). This is a paid database, in which sharing the data would technically be illegal.
Fairly comprehensive answers have been provided in multiple other threads for databases which I direct you to them. In general, you can look at places like the crystallographic open database (COD), American Mineralogist, or Materials Research Project. SREC also provides a complete and upkept list of free crystallographic databases.
