I came across a paper on Incipient Fault Location Algorithm for Underground Cables which was published in IEEE on 3 May 2014 from which I could understand the method of anticipating faults using Fault arc Voltage. I wish to know more about modelling and simulation of the Underground cables,recording the arc voltage and calculating Resistance and Inductance to determine the fault location using Matlab/SIMULINK. If anyone could help me with this situation, I would be thankful.

The section containing the fault can be detected from monitors in a central location, but the exact location must be locally detected by meters carried over the ground.

THis topic is very useful on the utility aplication of underground distribution.
The appropiate theorical method should be partial discharge measurement. However you should have a set of measurments of refernce to compare for. The best theorical practice would be to measure partial discharge in the installation time and keep this record as reference for future measurements.
Partial discharge levels of references exist for equpmente as power transformers, for underground cable may be there exist also. I am not pretty sure about their existence, but i recomend to look for in CIGRE, IEEE, IEE publications
