You might have to seek out people who would be interested or would use survey results. Potentially this could add bias. Some surveys offer some reward for taking. Making survey simple and quick for people to respond to helps. If you need 100 responses, you might need to send out a thousand questionaires or more If mailing out. If using internet to send out and collect data, you should be able to see if there are responses fairly quickly. If no one is interested enough to respond, then try new question, simplify methods, ask people why they dont respond. Not interested, don't like questions, no one else's business what I think, no time to waste, questions ask for too much personal information, survey too long, etc. could be responses. Survey could include question addressing why not responding.
