I am conducting a bibliometric study, and I would like to merge Scopus data with Web of science data, if anyone knows the procedure/software then please explain me step by step.

You can see in WOS web page they currently offer a comparison among several metrics: Journal Citation Indicator (JCI), Eigen Factor Score, Normalized Eigenfacrtor, Article Influence Score, Immediacy Index. You may save a great amount of time.
