I started a project to study local natural resource management systems. One of the aims is to measure the readiness of indigenous peoples' institutions. I need some input and suggestions on suitable variables and methods.
Indigenous peoples are ethnic groups whose identities, cultures, livelihoods, and physical and spiritual well-being are interlinked with the land and natural resources of their territory. Instead of measuring their “readiness“ to manage natural resources, might it not make more sense to use appreciative inquiry to discover what indigenous peoples are doing right? This might help others reassess their relationship with nature.

Explore customary rights as defined by K. Marx (1848, the law on the theft of wood), i.e the fact that in customary societies, rights of propriety are considered as rights of existence and are exchanged against the contributions of the beneficiary of these rights to the rights of existence of the other members of the community. This definition works in societies that prohibit the right to sell land as well as in societies that allows selling but condition it to the right of preemption of the social group.
Study there history in natural resources management. Indulge them in major decision making regarding the natural resources. Take note note of their views on how well to manage natural resources.
First, the ways in which indigenous people interact with natural resources and the extent of their utilization of natural resources need to be analyzed using ANOVA statistical analysis. These outputs needs to be elaborated to evaluate the necessity of measuring the readiness from indigenous people. Hope this answer helps.
