Equation 28 just says that the defuzzified estimate RD is the centroid of the x values weighted by ORF(x) (therefore the ratio, to get a proper normalization) ; technically, this just boils down to two integrals that you can perform by hand (just simple polynomials)
for the denominator, the result is just the area of the trapeze ... ((d-a)+(c-b))/2
@Fabrice Clerot yes; you are right. I went through another paper attached herewith and found Eq-3 as the explanation for Eq-2 ; yet not producing the desired result.
Note: desired results means result to be obtained exactly as Table-4 of the previous mentioned paper where ORF = [0.0065, 0.0544, 0.1222, 1.2320] and Defuzzified ORF(underscore)T is 0.6369
