What if someone switches to some other reference management software during the writing process? What will happen to the citations added to the paper previously? Will it be required to export references to the new software and add them again to the paper using the new software?

it's the referencing style that matters so it shouldn't be necessary to re-do the ones that have already been added. Each reference management software should be consistent in the formatting of the papers to a specific style. If you've been using an in-text citation tool such as "Cite while you write" from Endnote, then I'm not sure how that would work - sorry. Hope someone else can help you with that.
It is useful to have a full set of references in one place, so it might be no harm anyway to export to the new software.

First, try no to open the two software simultaneously as this mess things up. Second, when you open your word document (which was referenced by a previous software) go to the add-on of the targeted software (i.e EndNote, Mendeley.. etc) the software will open and import the references automatically then you can start to edit and modify it.
