Can we fabricate a simple Black Body radiator that works at room temperature( from theory room temperature black body radiator has emission peak at 10um wavelength ), can we vary this emission peak with any other material properties other than tuning it with temperature?

Simplest approximation of the black body emitter is the throat of aluminium bottle coated with lamp black inside.
As about variation of peak wavelength, you will need electrochromic material for control.

I missed the 'vary' part in my first answer.
Regarding a variation of intensity, the first answer has to be: NO.

What you could try:
- Raising the temperature 'slightly' (eg. by electical heating) will increase the radiation intensity following the 4th power of T while only slightly shifting the emission peak.
- The 'cavity with a hole' approach (another chapter - look at Oleg's answer about the aluminum bottle as well) might be an approach: as Boltzmann's law states a constant emission per unit area (for a constant temperature), the cavity approach might result in a higher energy density in the hole area. (I'm not absolutely sure, but this might work.)
If you now could vary the size of the cavity (eg. think about a cylindrical cavity whose size you can modify by moving a piston up and down), the intensity at the hole might change.
