I have Adobe photo shop 7.0. I am trying to join 6 images together as layers and trying to make a multiple image panel. The problem is with the background which is in a grey color. I try to change the background to complete white but its not happening.

when you add some photos to a blank page with a default background, you can remove the white background. Then a withe and grey background will appear which is nothing in real. So you can manage the layers without any background.
When working with PS just use magic wand or press W on your keyboard and select the grey background and then delete, your grey should be gone and then you use paint bucket tool (G) select the white color and pour it to area you like. that's it.
If you are speaking in terms of joining several images together that are say of many images taken from one slide which you wish to form one large image of tissue/cells you can use the Automate/Photomerge Feature. Usually found under the File menu. I know this feature was in Photoshop CS3, hopefully in 7 as well. It works to overlay matching edges/features to create one large image.
the feature of autoamatic paneling side by side in rows and colums was introduced in photoshop cs (not 7 CS is 8)
Autmatic photo detection and merging on basis of data was introduced in cs2
what I would do is to create a big canvas, and import the images into photoshop as layers, then using free transform tool just setting up the panel however I like. then use the magic wand tool to fix the background.
