If i understood your question, one can build spectrum sensing systems for cognitive radio using the software radio kit USRP of national instrument previously from ETTO.

This platform forms with the Lap top or a PC complete platform to build software defined radio with different radio frequency bands covering FROM LOW RADIO FREQUENCY UP TO UHF. The companion software is called GNU radio and it is open source. There are some spectrum sensing applications for cognitive radio which are implemented on the it and you may find them published in the literature.

The it contains an FPGA chip for high speed applications as up and down conversion. It contains high speed data converters and rf daughter boards covering wide frequency range.

You can build your system on it using its companion software.
