How to interpret a TOBIT model output from SAS?

Hello,

I have a tobit sas output, which provided me with an estimate for the intercept, the variables and an estimate for _sigma. How do we form the output from the estimates? . My output is ranged between 0-100.

eg: Y= intercept + 2.234(variable 1)..... , Why and how to use the _sigma output. so I get the right value.
