With the little information you have provided, I would recommend the use of solar PV technology as this can be scaled from micro (residential) to multiple MW size (commercial) to match community power demand. And this tech has experienced a major reduction in costs the past 10 years. To meet hot water demand solar hot water systems are very efficient for meeting residential demand. If you are interested in isolated small grid (village/small town communities) the value and effectiveness of solar PV in Algeria would be even more effective, especially in hybrid systems with other generators (diesel, wind and battery storage).
The solar energy can be converted to the electrical energy via photovoltaic cells(PV). PV cells converts energy of the Sun ligts to the electricity. However generated electricity by PV can not be used directly for appliances which are connected to the electricity grid. So, inverters are used to utilize the electricity of the PVs. These invertes mainly have two types. One of them off-grid and another one is on-grid. Off-grid inverters are used if there is no electricity grid connection. However, if you want to inject produced electricity by PV plants, you need on-grid inverters. The on-grid inverters inject the solar electricity(generated by PVs) to the electricity grid.
Yes solar photovoltaic cell maybe the easy and the efficient way to produce electricity is those zone. Other process like thermal solar is hard and expensive.

There are layouts and schemes of for operation for supplying off-grid loads. Actually, the loads can be classified according to their power balance requirements to non-deferrable, and deferrable loads. This classification helps in identifying the essentially required energy storage for proper operation of the system. In addition, the minimization of the energy storage can be achieved by identifying the critical, and essential loads. You may read chapters 10, and 11 in
