How to implement Souyris' reconstruction method?

I'm trying to implement Souyris' reconstruction method to generate Quad pol data from Compact-pol datan in python but the reconstructed C3 matrix does not show how it supposed to in pauli decomposition. Is there somebody that could help me with that?
