Developing a mobile network beyond the 3rd Generation (3G) toward the 4th Generation (4G) and 5th Generation (5G) is driving current research, innovation and technology development. The 4G and 5G standards are Long-Term Evolution-Advanced (LTE-A) technology deployed by mobile operators on top of the legacy 2nd Generation (2G) and 3G mobile systems. The major challenge to implement 4G and 5G systems is the handoff control parameters (HCP) that needs to be adjusted according to dynamic events. The HCPs are automatically adjusted through Self Organizing Network (SON) which consists of three schemes, namely, self-optimization, self-configuration and self-healing.
