is it possible to identify the regulation or what is the probability that the river flow is regulated, based on only observed streamflow data and/or meteorological data such as precipitation?
If you could suggest any methods/equations or articles that could help me determine the percentage/probability of regulation in river flows using only observed river flow data, then it would be a great help.

If you have long-term streamflow and precipitation data, you can try to check them with statistical methods (e.g. frequency analysis to identify any trends or patterns that may indicate regulation, or regression to relate the observed streamflow and precipitation data to the likelihood of flow regulation). If you have more data, a hydrological model could be also useful.
