I represent a top B-School in India. We are in search in foreign universities and institutes for making collaborations on different fronts of academic and research development. Any idea how to identify the institutes and offer them for getting acceptance. Few area of thrust may be:
1. Faculty Exchange; 2. Students Exchange; 3. Internships; 4. Research Collaboration; 5. Collaborative Events like Conferences and Workshops; 6. Short term courses etc.
I agree with Dr. Krishnan that searches should be done based on the expertise of you institution. University ranking such as QS and Shanghai do not rank the individual departments and just a overall ranking for university.
I can think of following suggestions to initiate international research collaboration:
1) The professors are the ones who should start collaborating with the researchers of other universities.
2) Inviting respected researchers to give workshop/seminars can help in initiating joint research on global issues
3) Hosting international conferences in the fields that you have good potential for research

There are many universities and colleges classfications, such as Shanghai, Webometrics, and Times Higher Education World University Rankings. You can consult these rankings to get the top 500 or 1000 universities in the world.
According to the Specific area of expertise your Institution offers and intends, the search can be done. You not know, to your surprise you have been to talking with some of the key people in such institutions through QandA.
