In continuous raster which is not DEM, there are gaps having NoData values ( please do not confuse it with Null values) that need to get removed. I specifically want to get rid of them by filling them with averages of surrounding pixels. Is there any possible method in ArcGIS, or Erdas to do this?
I have tried fill function of hydrology tool and mask function to redefine the NoData values in ArcGIS.

you can use filter (low pass) with 3*3 window. probably this will solve the problem.. you are most welcome for any further query..
Yes, there is a possible way in ArcGIS to do this, I explain that in the attached picture.
You can also try Fill tool in ERDAS software for this purpose.
It is very simple and straight forward
Open Raster -> draw AOI over the region which you want to fill -> run Fill tool -> enter value of surrounding pixel -> Done
