You should use sweetening and flavoring agents. Tween 80 is used as additive i.e. to stabilize two immiscible phases and any attempt to mask taste of an additive will not be favorable. You should ensure to use amount of Tween 80 that is used to coat internal phase and remove any excessive surfactant.
Glycerine cannot mask the bitter taste. Please tell me what concentration of Tween 80 you are using? Also note the difference between syrup and emulsion.
