How to generate a fitness function for selection of the inspection points?

I am planning to use the genetic algorithms to select the inspection points on offshore piping. I want to generate a fitness function which will be related to the minimum remaining useful life and minimum inspection cost. Any suggestions or links which could guide me?

I think you have two values need to minimize, so you can use multi-objective genetic algorithm. The most popular evaluation method is Pareto optimization .
