Do we use fresh sludge from the another digester that is in the same place to fill? Does the active sludge get ready for another refinery?

To start a new biogas reactor, using the digestate from a stable anaerobic digester is the best strategy. You can directly pump the digestate into new reactor and it would be filled in 1 HRT of working reactor. Parallelly, you can feed new reactor, a controlled amount of substrate (according to the volume inside reactor which match the TS/VS per day to the main digester). You dont need to use animal manure particularly as an inoculum if your anaerobic digester (the source) is yielding good amount of biogas. The startup of the new biogas plant and especially big volumes is always time consuming and tricky. The new reactor should always be monitored and daily analysis of CO2 and pH would is a prerequisite.
This is also the recommendation of our bioprocess engineer @Simon Isaksson who has lot of experience in starting new biogas reactors in our lab. I hope it would help you.

In this case if the source digester is far from the sink digester, you can use sludge trucks to transfer the inoculum sludge. You can discuss your particular case for better suggestions.
thanks a lot ..yes with sludge truck but for 6000 m3 digester, how many percent of digester should be fill for first time? Digester for the first time full of air this should be replaced?what is your suggestion that the anareobic bacteria do not go away?
If i want to increase bigas production by sludge what is your suggetion? Adding other manure or changing temperature or other factors?
As I said before, it would take 1 HRT of source reactor to fill the new reactor. You can stop taking out digestate from source reactor and let it fill over its normal working volume for few days. You can transfer the extra volume + Little extra from source to new reactor with trucks. In this way you could be able to fill the new reactor and parallelly start feeding new reactor accprding to volume and gVS/L*day . I dont Think you need any extra measure in replacing air, since its not either practical nor economical . It will automatically be done when there will be production of CO2 in beginning and later CH4. You should be careful to make it stable instead of expecting to put stress and increase biogas production. You can add manure if you want for first inoculation, but I cant say anything about what percentage. I also dont want to comment on the temperature, since I dont know anything about your system.
I would recommend to consult the techician or operator working on the source biogas plant for best advice.

As suggested above, you can use digestate- sludge collected from the working digester- as innoculum, but the caution point here is; do not use digestate from any digester producing less 40 % methane.
Researchers revealed fresh cow dung as better material for innoculum, I therefore recommend it for better plant performance. in the absence of fresh cow dung you can opt for digestate.
Turning to percentage of innoculum, you can use 50:50 for wastewater. Using less innoculum hinders plant performance because innoculum housese bacteria and plant's efficiency largely depends on bacterial activity. All the physio-chemical parameters in biogas production are kept optimum to favor the bacteria.
