Unfortunately, there is no body that oversees the practice of the journals. In general, magazines act freely and they are the ones who decide when and who talks about a certain topic. Until something is organized against the abusive practices of magazines, everything will remain the same.

I would like to go with the opinion expressed by Gustavo Eduardo Toledo Lara . This industry is a semi organized industry. There are no such bodies where you can file a complaint.
I will just advise you to stay away from that journal and just concentrate in what you are doing. Many people are already so proud of what you are doing.
How can we distinguish that the J. is stamped as predatory - whether ISSN , Impact factor of the same are marked and revoked under intellectual property rights ( IPR ) ?
My general advice: Keep track on the review process and if it takes too long (depending on promises made by the journal), send a friendly message to the editor. Most often you will receive a timely and adequate reply. If you're unhappy with the outcome, the only suitable addressee for a complaint is the editor.

It can only be through IP rights according to the national legislation. Most IP rights fall into the WTO multilateral agreement TRIPS that have incorporated the Paris Convention for the Protection of Industrial Property (patents, industrial designs, etc), and the Berne Convention for the Protection of Literary and Artistic Works (copyright). All 164 present state-members of WTO signed TRIPS.

Unfortunately, about 3 weeks ago I was deceived by a predatory Journal in the name of "Sleep Disorders & Therapy"! They have invited me to submit one of my excellent preprint articles (http://dx.doi.org/10.21203/rs.3.rs-309380/v1 ) in their Journal.
Consequently, I went through their Journal Website, the IF was 4.83 with many indexes. Most of the articles in this journal were indexed in PubMed! That is, I have submitted my manuscript in their Journal. After a week I have received their reviewer comment (see below). According to the “positive comments from their reviewers” I find out that there is something wrong with journal claims and credibility. So, I asked them to provide more information regarding their claims (https://www.longdom.org/sleep-disorders-therapy.html) or otherwise withdraw our manuscript! But now, they refuse to do so!
Therefore, I asked you to guide me with the matter!

• The author also discussed the use of pain medication was allowed between post-test and the follow-up assessments for the individuals in the control group. Individuals in the experimental groups agreed not to take pain medications, including prophylactics or any other interventions for at least three months in advance of and during the present study.
• The result of this work shows an SDs of frequency, duration, and intensity of pain in each study group at baseline, post-test, and the 12-month follow-up assessments. I completely agree with the author’s point that by practicing those entire exercises one can decrease the frequency, duration and intensity of the attacks in a brain with migraine.
• By following the authors study the result includes the improvement in sleep. Thank you for assigning me to review this article and I approve this article to be published without any changes in Journal of Sleep Disorders & Therapy.

The journal “Journal of Sleep Disorders & Therapy” is published by “Longdom Publishing”, a publisher mentioned in the updated version of the Beall’s list of predatory publishers (https://beallslist.net/#update ). This is one big red flag, but there are more:
-The homepage https://www.longdom.org/sleep-disorders-therapy.html mentions Journal cite score which is close to criminal since CiteScore is exclusively for journals indexed by Scopus (this one is NOT a Scopus indexed journal)
-Impact factor is based on Google Scholar results https://www.longdom.org/sleep-disorders-therapy/citations.html which is misleading and meaningless since they are not indexed in one of Clarivate’s indexes (which can be checked here https://mjl.clarivate.com/home )
-Google the journal title and you end up with links like https://www.scilit.net/journal/2284301 indicating that the publisher behind the whole operation is OMICS, a publisher with an even worse reputation than Longdom. Do realize that the journal is not indexed in PubMed. The main indicators of a predatory journal are the publication of articles without careful peer review and high fees for publication. Many journals publish articles in Open access and the author pays not for publication, but for Open access. When properly peer-reviewed, these journals are not predatory.
If you see signs of a predatory journal, and this journal is included in the world citation bases (Scopus, Web of Science, etc.), you can write to the technical support of the base (Scopus, WoS) with a request to check whether this journal meets the requirements of the corresponding citation base.
Prof. Dawood Rahimi: Unfortunately, there is no way to file a complaint against such predatory Journals. My little brother sent the fees to a fake journal. In addition that he lost his research paper, he lost the fees! There is no guarantee that the original content of his manuscript was copied and sold to others.
