I am interested in knowing of the methods researchers employ to estimate the time needed to fill a survey questionnaire. At the same time, how researchers determine whether a respondent is a speeder (meaning, fills the data/gives ratings without much reading the questions)?

I guess that you could use a questionnaire on a pilot group of around ten students to get an idea of the time needed to fill a questionnaire. If the test group is small, it is easier to identify the speeder.
You include in the survey two items that contradict one another. If the respondent agrees to both items or disagrees to both items, then you know that the respondent did not read the items.
I'd time it with a read through. to account for differences in speed of reading I would read through with a sample of people and take an average. to determine an average reading speed depends a lot on what your questions are asking. is it asking an empirical question or ethical so does it require thought or simple reflex?
