I need to analyze power spectra of continuous EEG data in different conditions of eyes-open resting state.
How can I epoch the continuous EEG into non overlapping epoch window in EEGLAB without event information?
Do I need a baseline to subtract ? How can I define it?
I would try the Neurophysiological biomarker toolbox (NBT). It is open source and runs on / leverages EEG lab. In the GUI for NBT you can define different groups by placing the corresponding files into separate folders. Then you can run the script for analyzing power spectra in as many groups as you like.

EEGLAB epochs are time locked to events of interest, you will not be able to create epochs without events. A possible solution for your problem would be to add some events (eyes_open and eyes_close for instance). You can do that via the file>import event info>from Matlab array or ASCII file menu.
There is another very simple way to have an overview of the power spectrum in EEGLAB via the plot>channel spectra and maps menu1. In the pop up window you can specify a time range to analyze, the frequency range of interest and even scalp maps for some frequencies of interest. I recommend to set the percent data to sample value to 100.
