I would like to know, how to draw a circular genome graph from a draft bacterial genome?
Comparing or not with references completed genomes.
Which software is most appropriate to do that?
GenDB might help
Try CGview comparison tool (CCT) or BRIG: Blast Ring Image Generator. Both are great in this task.
I would give a try to SerialCloner, it's a free software and very easy to use.

Artemis genome browser ( http://www.sanger.ac.uk/resources/software/artemis/ ) then use the DNAplotter . ACT allows comparison with other genomes and is integrated with Artemis

It will automatically (and quickly) align the genomes and output a circular genome graph (in both the circos and in interactive-html format).
