I want to prepare an albedo map representing the broadband albedo over a small area (10x10 km) of the USA as an average for January over 5 years (2011-2015), for Landsat and Sentinel separately. This should be feasible from the USGS website, but it does not appear an easy task.
What would be the simplest method to download such files?

You seem to say that actually the broadband albedo is not a regular product of USGS or ESA, but needs to be calculated from narrowband data. Is that what you mean?
I'm still not sure how to easily retrieve such data because it's not described in the papers.

Now I'm reading paper review about Broadband Albedo. It discussed algorithms to conversion from narrow band to broadband retrieved by two type of Earth Observation Geostationary and Orbital Satellite.

I knew that interesting paper, but unfortunately it does not help me to understand how to get the data easily.
As far as I know, USGS EROS does not provide any operational Landsat albedo products directly. However, they do provide Surface Reflectance (SR) products or atmospherically corrected Level 2 Landsat data and recently the Analysis Ready Data (ARD) for CONUS, Alaska and Hawaii. The links attached shows a list of the higher level Landsat products provided by USGS.
