Warning: Be careful: TiCl4 is a strong Lewis acid, exothermically forming adducts with even weak bases such as THF. It reacts and explosively with water, releasing HCl and being transformed into TiO2 !!! Better start with known amounts of TiO2 and producing titanium sulfate in an excess of sulfuric acid.
