Pt(II)Cl2 is insoluble in water, alcohols and ether, though I believe that you can dissolve it in aqueous acid. Not sure how this might affect your application though.
Pt(II) chloride is insoluble in water, so I am not surprised you are having issues. If you are trying to make a Pt standard, then you need to convert it to its Pt(IV) form, preferably as chlor-platinic acid, H2PtCl6. This is best done with HCl and H2O2. Pt(IV) chloride in this form is very soluble.
