As far as I know casein powder can be dissolved rather easily in aqueous solutions. Maybe your casein is not that fresh anymore. If this is the case try to dissolve it in parts and wait until the first quarter or third of your overall substance is not visible as a powder in solution. Then take the next part and so on.
Casein is rather very difficult to dissolve in water. However, it can be dissolved in water plus 10mM Calcium chloride....by stirring and then heating the solution till about 50 degree celcius. Should dissolve in about 30 mins. If not... then adding just about 2 drops of a 100mM NaOH solution into in. Continue stirring for about 15 more minutes and it will dissolve.
In fact, Ryan is saying right, its better to know what kind of casein you have. If you have casein in the form of caseinate (alkali treated) then it will be dissolved in water. However, if its not alkali treated then it should be dissolved in alkali solution (around pH 7).
