the reaction mixture for restriction digest consist of 4 elements:
DNA, RE buffer, RE (in your case BsmI) and water. All mentioned above elements (excluding RE :)) are used to obtain the apriopriate RE concentration. That exemplary restriction digest protocol should be provided with the purchased TE. If not you can use the online tool e.g. the one provided by New England BioLabs:

Do you really have to dilute it? In reaction buffer or storage buffer.
Why do you need to dilute it? The final concentration in your restriction digest mix will be lower than the stock concentration. If you're concerned about pipetting a very small volume, then find a P10 or P20 micropipette to use.
