I can hear your frustration, but just remember, fast change is not always the best change.  People have to see benefit of change on their own.  Part of your research may be just to better understand the culture and offer reasonable conservation change, recognizing they may be ill prepared to handle much tourism and outside influence on their cultural ways, community health, welfare, and family ties.  You should not take this rejection of ideas personally, as you have your choices in life, and they have theirs.  Try to understand them, and befriend them and you may realize things you did not see as an outsider.  Perhaps that is a research element too in trying to walk in someone elses shoes for a while, so you may see things from a different perspective.

I am agreeing with you, Indeed, I believe that a tourism approach of development would work for the region to conserve their age-old cultural heritage, traditions and also help to generate an economic cycle in and around the region. It's more relevant when other economic sectors such as agriculture and manufacturing have the very low contribution to the economy, even government spendings are not sufficient to me social needs of the region and people.  Moreover, there is an absence of the alternative and opportunity to survive, other than tourism to support the livelihood, economic growth, conservation & management of resources and sustainable development of the region.

Please, extend and share your view on the situation. addition to that, suggest how to overcome from existing barriers and put the region on the track in a sustainable manner?

What might be worth ding, following on from the previous commentator's points, is to look at community aspirations. Rather than impose a model, conduct social participatory research to examine the host community's / communities' perceptions of their culture, what aspects they value (and why) and which aspects they are prepared to share with outsiders. And which outsiders do they wish to share this with?  Other Indian communities within the same state? out of state? International?

Also, given the highly stratified Indian society, it would be a powerful study to look at who wants what in the same community, and then drill down to peel back the reasons why.

There is ample literature on the impacts of cultural tourism and social change. 

Regarding the community-led heritage management and tourism development, It would be also worth to have a look at the case study of Tiwanaku in Bolivia. Helaine Silverman and Donna Yates, both wrote some articles about the region. Claire Sammells pointed at a problem that this model created between local communities but the Bolivian government effectively eliminated it by a re-calibration of power and equal distribution of financial gain from tourism between them. Definitely inspirational.

Marsh, please suggest how to conduct ethically sound research in the region and make it work for the community and local economy?

Spennemann thanks for your valid points, I believe, it is not about community aspirations, but it for the conservation of their living culture and heritage and provide support for economic development of the region and a means of their well-being. so far, in the absence or low contribution of a primary and secondary sector in the region and due to other issues such as every year flood, bad infrastructure, lack of activity to involved in, migration and lack of attention by the government due to their limits and different priorities, the region is neglected and almost absent on tourist maps, despite of its potential to attract people across the globe. My question is how to highlight and develop those unidentified resources as tourism attractions? and how to conduct a study in the area? if tourist traffic data is missing and community is unaware of its potential for overall regional development in stratified Indian society, as you said.

Moreover, personaly i belived that dispite of its cultural heritage, religous resourches, and landmarks in the area, region is neglacted and its touristic resources are understimated by the both community as well as government agencies. In addition to that, region is lacking in terms of tourist traffic and tourist traffic data as well. In that case, how to proceed for doctroal research in the region in tourism prospectives?  

i am not getting idea and lacking the process how to do this?

The US Forest Service and similar land managemant agencies uses something called a forest plan and environmental impact statement which theoretically might be applied to your circumstance.  These plans and impact statements are conducted by technical resource specialists for the decision maker to review and make responsible decisions.  These plans are comprehensive and often include a proposed action and interactions between community, responsible agencies, etc.  The alternatives could vary, but address ideas on how to protect live, property, culture, community, etc. while allowing some degree of development and/or tourism.  It may address speed of development, possibly stages that could be implemented or rejected with time and experience.  It would address the flooding, cultural/historical concerns, community health issues, etc. The decsiin 

Part of my message did not send?  The decision would address options on sustainability, precious cultural and history in a format of providing information leading to an informed decision by the community's responsible official or committee.  Personnaly, I would take out titles that suggest there is an agenda or could be offensive, such as tourism, backward.  I would stick to information on sustainable options, maintaining culture, civic treasures, health, safety, etc.

I fully support William Hansen's point that it would be best to take out titles in your project that could be offensive. Also, beware of an agenda driven approach.

Abinash, Sustainable development based on cultural assets (human on physical) requires that you consider the aspirations of the community. What are their priorities and to what extent are they prepared to share their cultural assets with outsiders. If cultural tourism (etc) is imposed if will be a destructive rather than an enabling force.
