Use a simple tool, a 1 metre wooden scale. Take the fully developed 3rd leaf from top from mother tiller, measure the leaf length and breadth in cm, count the numbers of leaves per hill and the LAI can be computed using the formula suggested by Palaniswamy and Gomez (1974)
Here is the formula
LAI =L × B × K × Total numbers of green leaves hill-1/Spacing (cm2)
L - Length of the third leaf from top (cm),
B - Breadth of the third leaf from top (cm), and
K - Constant (0.75)

I don't know if this counts as an instrument for you, but you can use a copier (copy machine).
1. copy the the leaves.
2. cut the leaf copies out of the paper.
3. weigh the cut out leaf copies.
4. you will now need to know the density of your copy paper (you can find it on the package). calculate the leaf area by deviding the weight by the paper density.
5. Now you can calculate the LAI by using the formula for the LAI= [Leaf area (m2)/Ground cover (m2)]
