Total (or undrained) cohesion characterises the undrained shear strength; meanwhile the drained (effective) cohesion characterises the long term shear strength of saturated compressible soils. Correlating between these cohesions is not recommended, in my point of view,
The drained cohesion is usually assumed equal zero if the soil is normally consolidated, such information you can derive it from oedometer test. Contrarily , when the soil is overconsolidated the effective cohesion (C') is greater than zero. It is adviced to look for correlation relating the preconsolidation stress with C'.
