How to design Unverisal blocker in target capture sequence on illumina platforms ?

i have try many times to design the unverisal blokcer with LNA modification and d I to blocker the index sequence ,but the caputred efficiency is still ~20% , does anyone have experienced in designing about the unverisal blocker . plz give me some advices ,thank you ~
